Bruce Barkley is a former Federal Senior Executive, Executive Office of The President of the United States. He is currently Senior Faculty, Keller Graduate School of Management, Curriculum Coordinator, in the area of Project Management. Barkley served as VP for a business consulting firm in the areas of strategic planning and program management. He is the author of Project Risk Management, Integrated Project Management, Customer-Driven Project Management, Project Management in New Product Development, and Global Program Management, with Paula Wagner.

Thorough and Tought-provoking

This book provides a road map to better government. It is a "how to" book for improving government program management. It should be a "must read" for anyone in public service or interested in improving government because our country cannot afford a 21st century government managed with yesterday's institutions and policies.
Readers concerned about improving government will find the detailed description of current government program management processes and what is required to transform them into an effective and efficient world-class system, interesting reading. The book addresses complex issues and is therefore, out of necessity, technical, detailed and extremely well documented.
Based on my interest, I read the chapters out of order and had no problem integrating the voluminous information. This book will be useful to public servants at all levels of government as well as to those who work as contractors with the government.
The book is a call for better and more cost effective government and suggests the best private sector program management practices to accomplish it. I hope that senior government officials will read this book and realize the benefits in implementing these recommendations. Change must come from the top. Many current senior level federal employees have tried and been frustrated in their efforts by bureaucratic structures, policies and micro-management by politicians. We need a management revolution in Federal Government.

a timely topic

Bruce Barkley has done a very good job with a critical and timely topic. Barkley's background in government and his experience with management topics are important criteria that he brings to this difficult area. I was impressed with the very specific recommendations he makes to those in government who can make changes to improve government program management. Like one of the other reviewers, I too read chapters out of the presented sequence to match my interests and found all the information I wanted. Mr. Barkley has described the change that is needed; action is now required. Pat Stanley

The time is now!

Others have touched on the need for a more comprehensive approach to Public Program Management but Barkley has laid out a step by step strategy to accomplish just this. As global economies evolve in the next decade it is paramount that that governments throughout the world do a much better job managing the numerous programs and initiatives which fall within their perview. This is a most difficult task but if mankind follows the recommendations discussed in Mr. Barkley's book the world will be a much better place in which to reside! Well worth the investment.
